Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 10-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background

Functional Purpose
Works as team leader on large, complex computer program/system projects, leading the analysis, design, development,
integration, enhancement, application, maintenance and support functions, providing subject matter expertise and technical
direction.
DUTIES AND RESPONSIBILITIES
1. Participates in application architecture design reviews. Translating business and technical requirements into application
architecture definition and designing alternatives/solutions to meet business requirements.
2. Reviews, analyzes and identifies computer systems functional and system requirements. Develops and produces project
plans.
3. Participates on teams that outline the process and scope out improvements that can be realized through the application
solution. Evaluates and performs design tradeoffs regarding the architecture and software components.
4. Develops or modifies procedures to solve problems considering computer equipment capacity and limitations, operating
time and the integration of varied software components.
5. Maintains highly complex and technical applications and systems. Revises and updates applications, procedures, and
systems; including rewrites to documentation and operating instructions as necessary.
6. Provides mentoring to lower level analyst/programmers.
7. Performs other job-related tasks as assigned or required to support the duties outlined above.

REQUIREMENTS:
This section is composed of Knowledge, Skills, and Abilities (KSAs) which are required to satisfactorily perform the tasks of
the position. Applicants must demonstrate that they possess a sufficient level of each KSA, to include at least minimum
competency for senior-qualified positions to enable them to perform these tasks satisfactorily. Applicants demonstrate these
levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on
the demonstration of the level of possession of each of the KSAs. Failure to demonstrate any KSA is disqualifying.
1. Knowledge of application development, such as WEB, batch, and object-oriented.

SPECIAL REQUIREMENTS:
1. Ability to perform as an application lead using seven (7) or more of the following: XML, HTML5, CSS, Java, JavaScript
Including React JS or Angular JS, jQuery, Bootstrap, JDBC, JSP. C#, SQL, Python, MicroStrategy, JSON, C++, and PL/SQL.
2. Ability to perform as a lead developer on a large, complex computer programming or system development project, leading
the analysis, design, development, integration, implementation, maintenance, and support functions, and utilizing Agile best
practices.
SPECIAL CONDITION:
Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires,
among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may
require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of
background investigation while holding this position
