Geographic Information System
Under limited direction of the GIS Manager, provides technical expertise for modeling, analysis, web publishing, and geo-processing to support a comprehensive Geographic Information System for the City of West Palm Beach. Work involves data conversions, cartography (map production), cartographic design, data loading & conversion, monitoring database for consistency and QA/QC, solution deployment, web services configuration and support, design, and implementation. The GIS Analyst must demonstrate a strong commitment to exceptional customer service while providing high quality deliverables on time. The GIS Analyst is responsible for geospatial data management, analysis, and visualization, including dashboards, web maps, and web app configuration, data transformations and performs other related duties and special projects as assigned
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Geospatial data editing and QA/QC in branch versioned environment using ArcGIS Pro (required)
2. Facilitating the acquisition and distribution of spatial data within the GIS Enterprise and the QA/QC of incoming/outgoing data.
3. Developing automation procedures using geoprocessing tools, Python and ArcPy.
4. Working closely with Engineering, Public Safety, Customer Service, and other Management groups to support their business objectives with GIS technology.
5. Produces high-quality cartographic products, including 3D & thematic web maps and scenes for applications.
6. Provides technical guidance and training for field and office users on implementing ESRI Products.
7. Designs enterprise applications using ESRI products ArcGIS Solutions, Dashboards, Hub sites, Configurable apps, Field maps, Story Maps, ArcGIS for SharePoint, App Studio, Web App Builder for internal and external customers.
8. Perform moderately complex support of Tyler EnerGov Community Development application, performs GIS analysis on raster and vector data sets.
9. Assists in maintaining and enhancing the performance of all new and existing GIS applications across the organization.
10. Creates and maintains the quality of metadata repository/data dictionary by adding, modifying, and deleting data.
11. Creates and maintains technical documentation for business processes, procedures, or user training.
12. Regular and consistent attendance for the assigned work schedule is essential.
13. Performs other related duties as assigned.
Salary
Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 62):

Qualifications
Bachelor’s degree with a major in Geographic Information Systems, Computer Science, Geosciences, Geography, or related field (education will be verified using the “Education Requirements” listed below) and two (2) years of experience in performing GIS analysis related activities is required, or any equivalent combination of training and experience. Must be proficient with ESRI ArcGIS suite of applications and extensions, database management (including geodatabase), and Microsoft Office applications.
GIS Certificate from an accredited institution and/or Geographic Information Systems Professional (GISP) certificate is highly desirable.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a, b, or c above for the purpose of admission to institutions identified in either a, b, or c above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
